The State of NH has issued this Declaration of Emergency Notice Adobe Acrobat Reader Symbol exempting "vital work by utility crews" from IFTA and IRP requirements in NH effective April 4, 2024 through April 15, 2024, at midnight.

New Hampshire online IFTA filers must go to a new Motor Carrier Connect, (MCC), portal to file returns and perform other online functions.

Current online users should have received an email containing additional detailed information regarding the new MCC system.

The new MCC system will provide carriers with full access to their IFTA account. The system will also fully support tablets and smartphones!

It is the mission of the Road Toll Bureau to collect motor fuel taxes in the most cost effective manner and achieve the highest level of voluntary compliance with the State of New Hampshire's Motor Vehicle Road Toll Law, primarily through education, audit and enforcement initiatives.

Road Toll Operations Overview

Road Toll Operations is statutorily responsible for collecting motor fuel tolls (tax) through its Road Toll Bureau, and enforcing toll compliance with the Motor Vehicle Road Toll Law through its Field Audit Bureau. The Field Audit Bureau is responsible for auditing:

  • Motor Fuel Distributor licensees, IFTA licensees, and Motor Fuel & Petroleum Products Transporter licensees for the Road Toll Bureau;
  • International Registration Plan registrants for the Department of Safety's Division of Motor Vehicles; and
  • Oil Discharge and Pollution Control licensees for the Department of Environmental Services.

Road Toll Operations is also responsible for New Hampshire related administration of the International Fuel Tax Agreement (IFTA). IFTA, a multi-jurisdictional agreement, establishes and maintains the concept of one fuel use license, and administering base jurisdiction, for each licensee.

Notice To All Carriers Subject To Unified Carrier Registration (UCR) Act

Latest News:

The registration for the 2025 UCR registration year will open October 1, 2024, at 8:00AM EDT. UCR National Registration System will be ready to handle registrations at that time.

To avoid delays, you can conveniently and securely register at the new online portal. To access the proper website please use the following browsers: CHROME, FIREFOX or MICROSOFT EDGE. Once in the browser enter in the following URL address at the top of the screen: https://www.ucr.gov. You will need your USDOT number to access your account.

Fees will be increased for 2025 and the new fees are currently posted on the UCR website (link below). Registration for the 2023 registration year (except for state audit purposes) will end on September 30, 2024, at 5:00PM EDT. Notice To All Interstate Motor Carriers and Motor Private Carriers:

If you operate a commercial motor vehicle in interstate or international commerce the federal Unified Carrier Registration Agreement (UCR) applies to your business.

The UCR requires individuals and companies that operate commercial motor vehicles in interstate or international commerce to register their business with New Hampshire and pay an annual fee based on the size of their fleet.

For purposes of determining fees, a "commercial motor vehicle" is defined as a self-propelled vehicle used on the highways in commerce principally to transport passengers or cargo, if the vehicle:

  • has a gross vehicle weight rating or gross vehicle weight of at least 10,001 pounds, whichever is greater; or
  • is designed to transport more than 10 passengers, including the driver; or
  • is used in transporting hazardous materials in a quantity requiring placarding.

Notice to NH AFTS Licensees:

Attention all Motor Fuel & Aviation Fuel Distributors, Alternate Fuel Dealers, Biodiesel Distributors and Motor Fuel & Petroleum Products Transporter Licensees:

  • License Renewal Applications for July 1st, 2024 through June 30th 2025 will be made available on May 3rd, 2024. To complete the Renewal Application please go to https://roadtoll.nh.gov.
  • For your reference we now have a booklet that will give you step by step instructions: Completing Applications in NH AFTS Adobe Acrobat Reader Symbol.
  • A Renewal Letter will be sent out by email with all the necessary information about the renewal process.
