The PELRB will issue a Certification of Exclusive Representative and Order to Negotiate after an election where a majority have voted for representation. The order identifies the employee organization authorized to act as the exclusive representative of the bargaining unit in collective bargaining and in the grievance procedure that must be included in every collective bargaining agreement.
