The Division of Fire Standards and Training and Emergency Medical Services is one of seven divisions within the Department of Safety working together to make New Hampshire the safest state in the nation. We are made up of full and part-time employees, including many instructors, who strive every day to fulfill our mission and commitment to excellence.  Our goal is to achieve this with professionalism, integrity and respect. High quality training is the foundation of prepared emergency responders who are integral to the quality of life in our state.  Our team is a highly motivated and dedicated group that work to meet the needs of New Hampshire’s Fire and EMS community in a responsive, proactive way, through collaborative partnerships with our stakeholders.

As Director, I am responsible for the day-to-day operations of the Division and the operations of the Fire Academy, including establishing training programs and offering instruction in firefighting, fire prevention and investigation, hazardous materials, technical rescue and the administration and management of fire departments and emergency medical units.  The Division is also responsible for managing the training, testing and licensing of EMS providers, units, instructors and vehicles, along with many other duties.  These responsibilities are functionally divided into three sections including the Bureau of Firefighter Training, the Bureau of Emergency Medical Services and the Bureau of Certification and Support.  We are funded through revenue generated from the sale of motor vehicle records and grants awarded to our Division.

The New Hampshire Department of Safety, Division of Fire Standards and Training& Emergency Medical Services has issued a press release about seeking proposals from vendors who can provide testing services for an early detection cancer screening pilot program for active and retired firefighters in New Hampshire.

This pilot program, established per Governor Sununu’s signing of Senate Bill 352 in July, represents a critical
initiative aimed at addressing elevated cancer risks associated with firefighting. The program seeks to enhance early detection, improve health outcomes, and support firefighters in managing their occupational health.

2024 Ground Ambulance and Rate Setting Study

The purpose of the New Hampshire Ground Ambulance Cost Study established under SB407 is to analyze and understand the costs associated with providing ground ambulance services across the state of New Hampshire.The study's findings will inform future legislation and policy decisions to ensure that ambulance services are adequately reimbursed and sustainably funded, ultimately benefiting both providers and patients. This mandatory initiative is critical for ensuring that all License EMS Units are adequatelysupportedand that the quality of emergency medical care across New Hampshire remains high. Additional information about this study is available on the New Hampshire Health Plan (NHHP) website.

Official Approval - Educational Training Agency

The changing landscape of EMS education delivery, and the concept of the Education Training Agency (ETA), in the State of New Hampshire has been a topic of discussion for nearly five years. The concept of the ETA and the building of the components and structure of such has been a collaborative effort of the NH Medical and Trauma Services Coordinating Board, the Division of Fire Standards and Training & Emergency Medical Services, and EMS education leaders throughout the State. ETAs are an evolution of the current Instructor Coordinator (IC) model with the transition from a single individual to one of a business/agency-based delivery. This agency-based format is very similar in nature to how EMS care is delivered by EMS units across the State and what requirements these units must meet to be licensed. With the adoption of ETAs, the current IC model of EMS education will “sunset” in one (1) year; at which time the only medium to delivery initial EMS education in the State of New Hampshire will be through a licensed ETA. The process for licensure as an ETA is an expansion and merging of the current approval process for individual programs; what this is not, is an accreditation process.
