The state sells lottery games through some 1,350 agents, including state liquor stores, licensed racetracks, and private retail outlets.

Through the sale of lottery tickets, revenue is generated for prize payments and commission expenses, with the net income used for aid to education.

This net income is transferred to the Education Fund and then transferred to the local school districts.
